Abstract

Presidential Advisory Boards in Chile: Between Expertise and the Plurality of Social Actors

This article studies the social background of one of the most used public deliberation mechanism by the executive branch: the presidential advisory commissions. A thorough description of its members is offered, and, using a Social Network Analysis (SNA), it explores and compares the use of this mechanism between ideologically opposed governments. Similar tendencies in both administrations are noted, and the important predominance that the Chilean intellectual community has in these pre-legislative instances is also distinguished. Although other actors of the political and social fields are called to participate in these spaces, the pragmatic technocrats, agents with important academic credentials and non-political outsiders are the ones who head civil expertise at the presidential level.

Resumen:
Este artículo estudia el trasfondo social de uno de los mecanismos de deliberación pública más utilizado por el Ejecutivo: las comisiones asesoras presidenciales. Se ofrece una descripción detallada de sus integrantes, y con un Análisis de Redes Sociales (ARS) se explora y compara el uso de este mecanismo entre gobiernos ideológicamente opuestos. Se observan tendencias similares en ambas administraciones y se distingue el importante predominio que tiene la comunidad intelectual chilena en estas instancias prelegislativas. Si bien otros actores del campo político y social son llamados a participar en estos espacios, los tecnócratas pragmáticos, agen-tes con importantes credenciales académicas, sin militancia y alejados de la política, son quienes lideran el asesoramiento civil a nivel presidencial.
